used by citizens to pay for gambling debts, go to strip clubs, buy alcohol, and jewelry
used by politicians for ads and personal campaigns in an election year (interesting how a disaster can be good for a politician).
paid for by citizens who are taxed out the wazoo (try living in S. California)--many of which can't afford to send their own kids to college (but illegals can get a free ride - think, Dream Act (nightmare act more like), pay their bloated mortgage, have more children, get needed surgery (hello Obamacare) or hey, even bury their dead parents.
